What is the difference between a rotational viscometer and a capillary one?

The rotational viscometer measures absolute or dynamic viscosity (expressed in cP or mPa·s) by determining the resistance — through torsional force — that a fluid offers to a rotating mechanical spindle; it is ideal for medium-to-high viscosity fluids and non-Newtonian fluids (whose behaviour varies with shear rate). The glass capillary viscometer calculates kinematic viscosity (measured in cSt or mm²/s) from the gravity-driven fall time of a liquid through a calibrated capillary tube, the most precise method for pure Newtonian fluids of low or medium viscosity.

Does a viscometer do the same as a rheometer?

Not exactly. A viscometer is primarily designed as quality control equipment to measure a fluid's viscosity under static conditions or pre-set shear rates. A rheometer is a more advanced analytical instrument that dynamically evaluates the complete viscoelastic properties of a substance by continuously varying Shear Rate and Shear Stress to analyse the structural deformation of complex fluids, gels and semi-solids under changing mechanical stresses.
